On December 24, the National Development and Reform Commission and the Ministry of Commerce jointly issued the Catalogue of Industries for Encouraging Foreign Investment (2025 Edition), which will come into official effect on February 1, 2026. This policy initiative is not only an important signal of China’s efforts to expand opening-up and attract foreign investment, but also a clear development roadmap for the green materials industry.
The new edition of the catalogue has added a number of key entries in the field of bio-based and degradable materials, injecting strong policy momentum into the entire industry.

01 Policy Interpretation

The release of the new edition of the Catalogue of Industries for Encouraging Foreign Investment marks that China’s support for the green and environmentally friendly materials industry has entered a new stage. The catalogue contains a total of 1,679 entries, with a net increase of 205 entries compared with the 2022 edition.

In the category of chemical raw material and chemical product manufacturing, a new entry of "R&D and production of bio-based chemicals" has been added; in the category of textile industry, new entries of "Production of bio-based synthetic fibers, easily degradable synthetic fibers and artificial spider silk" have been included.

These newly added entries all point to a clear direction: the state is actively promoting the application and innovation of degradable materials in various fields through policy guidance, creating an unprecedented policy environment for the environmental protection industry.

03 Technological Breakthroughs
